ESTONIAN OFFSHORE CHAMPIONSHIP
14-21 JULY 2007
ESTONIAN YACHTING UNION ESS KALEV YACHTCLUB
1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2005-2008, except between 23.00 and 4.00 RRS part 2 shall in applicable parts be replaced by the International Regulations for Preventing Collisions at Sea and it is obligatory for all yachts to show the required navigational lights.

2.1 The regatta is designated Category C. Participating yachts shall produce a licence according their National Authority Advertising Rules.
2.2 All yachts shall display advertisements given by the organizers.
3. ELIGIBILITY AND ENTRIES
3.1 The Regatta is open to all IMS Cruiser/Racer Division monohull yachts. A valid IMS, ORC Club or LYS measurement certificate is required.
3.2 All participating yachts shall comply with the newest ORC Special Regulations and regatta is rated category 4.Estonian yachts shall have the certificate of seaworthiness category C.
3.3 Estonian yachts shall be registered in Estonian Yachting Union and entered into the Estonian Register of Ships or Small Craft.
3.4 If Person in Charge is not the owner, a letter of attorney or a leasing document shall be presented.
3.5 Participating yachts will be divided into classes:
3.5.1 Estonian Championship and Moonsund Regatta
Class 1 IMS/ORC Club GPH 635 or less
Class 2 GPH 635,1- 695,0 Class 3 GPH 695,1 or more
3.5.2 Moonsund Regatta
Class 4 LYS
A minimum of six entries is required in each class.
3.6 Dividing into classes may be changed depending on number of entries and ratings.
3.7 Entries must reach ESS Kalev Yachtclub, Pirita tee 17,Tallinn 11911
Helmsman of Estonian yacht shall have a certificate of yachtmaster, skipper or pleasure craft operator. Helmsmans of foreign yachts shall have classification according their national rules.
5. ENTRY FEES
5.1 Entry fee per one crew member
- payable before 1 July 500.- EEK (cadets under 18 years 200.- EEK)
-payable 1 July or later 750.- EEK(cadets under 18 years 250.- EEK)
5.2 Entry fee shall be paid into ESS Kalev Yachtclub account

7. MEASAUREMENT AND INSPECTION
7.1 Each yacht shall produce a valid measurement certificate and a copy.
7.2 Yachts shall be ready for measurement and inspection 9.00 July 14, 2007.
7.3 To replace a sail a yacht shall ask for a written permission of measurer or principal race officer.
7.4 To replace a crew member a yacht shall ask for a written permission of measurer or principal race officer.
7.5 Principal race officer may to organise weighing of a yachts crew.
8. RACING AREA
8.1 Courses are placed in waters of Liivi Bay.
8.2 The courses to be sailed are:
Parnu ring 15 nm
Parnu - Kihnu 25 - 35 nm
Kihnu - Ruhnu 50 - 90 nm
Ruhnu - Roja 32 - 42 nm
Roja - Roomassaare 42 - 50 n
Roomassaare ring 20 nm
9.1 Rules 44.1 and 44.2 are changed so, that only one turn, including one
tack and one gybe, is required.
9.2 For other infringements the Protest Committee can penalise a yacht with an addition of 5 % of the calculated time.
10.1 ORC scoring system will apply.
10.2 IMS time allowances will be based on “ time- on- time”/ offshore
11.1 Prizes will be awarded in each class to the best yacht in daily race.
11.2 Point prizes will be awarded to the three best scored yachts of each class.
11.3 To the best three yachts in classes 1, 2 and 3 will be awarded Estonian Offshore Championship medals.
11.4 Estonian Offshore Championship medals will be awarded only to the Estonian residents, who are sailing on yachts, registered in Estonia.
12. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4.
Decision to Race. The Organising Authority will not accept any liability for material damages, personal injury or death, sustained in conjunction with or prior to, during, or after the regatta.
Each participating yacht shall be insured with valid third - party liability insurance with a minimum cover of 3000000 EEK per event or the equivalent.
14. PROTEST COMMITTEE
A Protest Committee shall be appointed according to the rule 90(a)
15. OTHER COMMITMENTS
Participating yachts do not pay any mooring fee in regatta harbours
